For this you could use the download modules.You load a programm up and the other download them.(Sorry for my English)

I know i can do that but i want the members upload there own file to =) not only a link to the download file :S..

You can use Myegallery module for this (upload media files by users). 

This module is also integrated to PragmaMx.
